It's by an Argentinian artist called Santiago Caruso, this is from a set of illustrations he did for H.P. Lovecraft's Dunwich Horror, he has a deviantart account here:

Yes, indeed, it's by the great Santiago Caruso. A marvelously gifted draftsman and illustrator, who I would also like to see get into printmaking. He would make a great etcher/lithographer. The spirit of Goya, Daumier, Kubin, Redon and many other great masters of the fantastic all combined in one incredibly talented still young artist.
